Lost in the shuffle of other high-profile decisions—on same-sex marriage and the Voting Rights Act—the Supreme Court last week handed landowners a major victory in Koontz v. St. Johns River Water Management District. In the case, the court ruled that the government cannot make excessive demands on property owners as a condition for obtaining a development permit.
