On May 1st, Alberta ended restrictions on hiring new temporary foreign workers. The province is responding to employers who are experiencing a labour shortage and cannot meet their workforce needs. Alberta currently has about 88,000 job vacancies as of April 28, 2022.

Prior to May 1, Alberta had a “refusal to process” in place for their Temporary Foreign Worker Program (TFWP). Canada was refusing to process TFWP applications for these occupations at the request of the Alberta government. According to Alberta government services, all pending Labour Market Impact Assessment applications, including those submitted before May 1, are subject to these changes. Alberta’s Temporary Foreign Worker Program supports Alberta’s economy and businesses.

Canada’s Labour Shortage

Canada is experiencing labour shortages across the country, with nearly 1 million job vacancies and has an unemployment rate stands of 5.3%, a historic low.

Temporary Foreign Worker Program

Canada’s Temporary Foreign Worker Program (TFWP) is intended to fill short-term labour shortages for employers to fill jobs and there are not any qualified Canadians available.

To work in Canada as a temporary foreign worker, a job offer is required and the employer must complete a Labour Market Impact Assessment (LMIA) to determine if hiring a foreign worker will have a positive or negative impact on the Canadian economy. If the employer’s LMIA is approved, the worker must then apply for a Work Permit, temporary resident visa or other immigration program based on their nationality and the specific job they will perform in Canada.
