The U.S. Court of Appeals for the D.C. Circuit has released its previously sealed opinion that denied China Telecom’s petition for review. China Telecom’s petition appealed the FCC’s decision to revoke and terminate China Telecom’s authority to provide communications service in the U.S.  The Court found no merit in China Telecom’s claims that the FCC’s decision was arbitrary and capricious.  The Court concluded that the FCC’s determinations were supported by reasoned decision making and substantial evidence in the unclassified record.
