The Center for Reproductive Rights has just released a report entitled Imposing Misery: The Impact of Manila’s Contraceptive Ban on Women and Families.  According to the executive summary, the ban was enacted because 

the City promotes responsible parenthood and upholds natural family planning not just as a method but as a way of self-awareness in promoting the culture of life while discouraging the use of artificial methods of contraception like pills, intrauterine devices, surgical sterilization, and others.

The executive summary also notes that the ban primarily impacts poor women and has a chilling effect on the provision of information and services outside of the city.
