Several updates from DNB on PSD2

On 28 August 2019, the Dutch Central Bank (De Nederlandsche Bank, DNB) published several updates in relation to PSD2.

  1. Exemptions from contingency mechanism: sixteen account servicing payment service providers (ASPSP) have applied with DNB for an exemption from the contingency mechanism requirement under Article 33(6) of Delegated Regulation (EU) 2018/389. DNB is currently considering these applications. ASPSPs that have not applied for the exemption, will need to have a contingency mechanism for account access in place by 14 September 2019.
  2. Additional time for implementation of the RTS on SCA: Following an opinion of the European Banking Authority (please see our previous blog post), DNB indicates that it intends to provide market participants with some limited additional time for the implementation of the regulatory technical standards on strong customer authentication and common and secure communication (SCA-RTS) for credit card transactions. The amount of additional time that will be given is not yet determined.
  3. Q&As: DNB amongst others (i) launched a public consultation for a Q&A on the access of payments accounts by payment initiation and account information services without obstacles, (ii) updated its Q&A on savings accounts, (iii) published a Q&A on the offering of dashboards by ASPSPs, and (iv) published a Q&A on the qualification of accounting connections (boekhoudkoppelingen) as payment services.
