Bail-in is a key stabilisation tool afforded to the Bank of England by the Banking Act 2009, that ensures investors rather than public funds bear the burden of resolving failing banks.

This operational guide published on 22 July provides practical information on the ways in which the Bank of England might execute a bail-in resolution, and in particular the operational processes and arrangements that may be involved, and builds on the previously published The Bank of England’s Approach to Resolution and The Bank of England’s Approach to Assessing Resolvability.

In addition to the operational guide, the Bank is also publishing three draft Template Resolution Instruments, a Bail-in Resolution Instrument, a Supplemental Resolution Instrument, and an Onward Transfer Resolution Instrument.

To view the Bank of England’s web page on this publication, which contains links to the instruments referred to above, please click here.
