Flynn, Elsenbeck Named to City & State Energy & Environment Power 100

Phillips Lytle Partner and Team Co-Leader of the firm’s Energy Practice David P. Flynn, and Energy Consultant Dennis W. Elsenbeck, were once again recognized as a power leaders on City & State’s 2022 Energy & Environment Power 100 list. Ranking at #68 and #70 respectively, Mr. Flynn and Mr. Elsenbeck have been identified as key players in New York who are helping to reshape the energy industry and rescue our environment.

Mr. Flynn is one of Buffalo’s top energy and environmental attorneys and serves as a prolific public face of Phillips Lytle, hosting webinar discussions on clean energy and writing articles for a variety of publications. He concentrates his practice on regulatory compliance consultations and brownfield redevelopment. He was involved in the first successful conversion of a former industrial brownfield into a modern manufacturing facility in New York State.

In addition, Mr. Flynn advises clients on business development issues and the regulation of energy before state and federal authorities. He also advises clients on the development and siting of renewable energy, merchant power generating facilities, licensing of hydropower projects, and drafting and negotiating Payment in Lieu of Taxes (PILOT) agreements associated with solar and wind projects and related advice regarding the New York Real Property Tax Law 487 tax exemption.

Mr. Elsenbeck is a well-recognized expert in the energy field and is a highly sought-after lecturer on a variety of topics across the U.S. He is a member of the New York State Climate Action Council, a 22-member committee created to implement New York’s Climate Leadership and Community Protection Act.

After serving in a leadership role with a major U.S. utility for nearly 30 years, Mr. Elsenbeck joined Phillips Lytle to provide consulting services on a broad range of energy-related opportunities encompassing a forward view of supply, distribution and demand options. He provides insight, analytics and business perspectives on long-term policies and the economic landscape. He works to develop the voice of the consumer in energy policy and bill impacts as sustainability becomes a focus of energy policy. Mr. Elsenbeck collaborates with clients in shaping the “utility of the future.”
