Obsi Belay Bayisa (Addis Ababa University), Person with Disabilities Rights to Health in Case of Kaliti Prison Administration (2023):
Human right is a fundamental rights to which a person is inherently entitled simply because she/he is a human being. Prisoners’ right is part and parcel of a human right which is not violated simply for their criminal status except expressly provided by law because human rights are thus conceived as universal and the same for everyone regardless of color, legal status, economic status, political attitude, racial, religion, language, and personal status. The preamble of the Universal Declaration of Human Rights also provides that the recognition of inherent dignity and the equal and inalienable rights of all members of the human family is the foundation of freedom, justice, and peace in the world. These rights are including the prisoners’ right to health which exists as a basic right and is also protected for every person including Persons with Disabilities without any discrimination. Prisoners are among the most vulnerable groups in society, this is no exception for person with disabilities who are in Prison in Ethiopia. Health is a fundamental human right indispensable for the exercise of other human rights. in Ethiopia currently, much attention is not given to persons with disabilities rights. This paper somehow aimed to address the situation of Kaliti Prison regarding the protection of prisoners with disabilities' rights to health with an analysis of international legal frameworks.
