The FCC has adopted a Notice of Proposed Rulemaking (NPRM) seeking comment on measures that would make sending emergency alerts in non-English languages over television and radio easier. The proposals include creating template alert scripts in the thirteen most common non-English languages spoken in the U.S. and requiring Participating Commercial Mobile Service (CMS) Providers to pre-install the templates and store them on mobile devices. Under the proposal, the template would be displayed at the option of the alert originator. The FCC also seeks comment on developing American Sign Language (ASL) versions of the template alerts and on how ASL translations of template scripts may be processed and displayed.
