On 2 July 2026, the EU Anti-Money Laundering Authority (AMLA) issued a consultation paper on draft implementing technical standards (ITS) specifying the format to be used for the reporting of suspicions and for the provision of transaction records under Article 69(3) of Regulation (EU) 2024/1624 (AML Regulation).

Background

Article 69(1) of the AML Regulation requires obliged entities to report, on their own initiative, any suspicion that funds or activities may be the proceeds of criminal activity or are related to terrorist financing or criminal activity, and to provide the financial intelligence unit (FIU), at its request, with all necessary information including information on transaction records. Article 69(3) of the AML Regulation requires

AMLA to specify the format to be used for the reporting of suspicions and for the provision of transaction records.

Draft ITS

The draft ITS in the consultation paper establishes the format to be used for the reporting of suspicions and for the provision of transaction records to FIUs. In particular, it provides templates for reporting suspicions adapted to different types of obliged entities, as well as templates for the provision of transaction records by credit and financial institutions. The templates shall be implemented by all FIUs and by all obliged entities wishing to internally automate the process for reporting instead of using the reporting platforms of FIUs, under the conditions set by the draft ITS.

Next steps

The deadline for comments on the consultation paper is 20 September 2026.

A public hearing will be held on 9 September 2026, from 10:00 to 12:00 CEST.
