From Statute to FCA Supervision: Reforms to the CCA 1974

On 18 May 2026, HM Treasury published its long-anticipated policy statement on reform of the Consumer Credit Act 1974 (CCA 1974), confirming its intention to repeal many of the remaining CCA 1974 provisions and much of the associated secondary legislation. The policy statement responds to the Phase 1 consultation published in May 2025 and, notably, also addresses the remaining CCA 1974 provisions that had been earmarked for a Phase 2 consultation, which HMT has now decided not to proceed with as a separate exercise.
