On 22 September 2026, the Bank of England (BoE) issued a consultation paper on its fees regime for recognised payment systems and specified service providers supervision 2026/27.

The consultation paper is relevant to operators of recognised payment systems and specified service providers that currently pay financial market infrastructure (FMI) supervisory fees to the BoE or firms that are expecting to do so within the 2026/27 fee year. It is also relevant to any prospective Digital Settlement Asset (DSA) service providers, and specified service providers to those DSA service providers.

The proposals cover:

  • The fee rates to meet the BoE’s 2026/27 funding requirement for its FMI supervisory activity in respect of recognised payment systems and specified service providers and the policy activity that supports this, as permitted by the BoE’s fee-levying powers.
  • The BoE’s proposed hourly rates for special project fees for 2026/27.

Next steps

The deadline for responding to the consultation paper is 22 October 2026.
