On 7 October 2026, the Anti-Money Laundering Authority (AMLA) issued a consultation paper on draft regulatory technical standards (RTS) on the anti-money laundering / countering the financing of terrorism (AML/CFT) central database under Article 11(6) of the AMLA Regulation (Regulation (EU)2024/1620) (AMLR).

Background

To support the effective discharge of AMLA’s role, Articles 5 to 11 of AMLAR empower AMLA, inter alia to:

  • Collect and analyse supervisory information on a regular basis and ad hoc where this is necessary to support the execution of AMLA’s functions.
  • Establish and maintain a central AML/CFT database.

Article 11(6) of the AMLAR requires AMLA to issue draft RTS to specify the information to be transmitted to the central AML/CFT database, the scope and level of detail of that information, the reporting formats and timelines, and the conditions for additional information requests.

Draft RTS

In developing the draft RTS, AMLA sought to streamline reporting requirements, taking into account the specificities of both the financial and non-financial sectors while meeting the data needs of AMLA and the supervisory authorities.

AMLA proposes that the draft RTS specify that Member State supervisory authorities transmit the following information:

  • In respect of supervisory authorities and self-regulatory bodies, information on their powers and tasks, statistics on resources and staffing, and supervisory activities performed by supervisory authorities
  • In respect of obliged entities, information on money laundering/terrorist financing risk, sanctions, administrative measures and periodic penalty payments, authorisation, withdrawal of authorisation and fit and proper assessments.

In addition to the type of information Member State supervisors will always transmit, and the modalities of such transmission, the proposed draft RTS contain provisions on measures to ensure data quality, confidentiality and the onward sharing of information contained in the database.

Next steps

The deadline for comments on the consultation paper is 3 November 2026.

A public hearing on the draft RTS is planned for 3 November, 14:00 – 16:00 CEST.
