President Trump Issues Proclamation Imposing Tariff-Rate Quota on Quartz Surface Products

On July 31, 2026, President Trump issued proclamation “To Facilitate Positive Adjustment to Competition From Imports of Quartz Surface Products,” introducing a tariff-rate quota (“TRQ”) that will go into effect on August 15, 2026 on imports of certain quartz surface products under Section 203 of the Trade Act. The action follows a recommendation from the International Trade Commission in May 2026, which found that increased import volumes of quartz are harming the domestic quartz industry.

The proclamation outlined that the TRQ will remain in place for four years, “with annual increases in the within-quota quantities and reductions in the rates of duty applicable to goods entered within and in excess of those quantities in the second, third, and fourth years.” Further details are outlined in the proclamation annex.

The measure will apply to imports from all countries, with certain exclusions for imports from Australia, Canada, Colombia, South Korea, Israel, Mexico, Panama, Peru, and Singapore, as well as nations within the Dominican Republic-Central America Free Trade Agreement and Caribbean Basin Economic Recovery Act beneficiary countries and territories.

Any changes to the Harmonized Tariff Schedule made by the proclamation, including the annex, will take effect for goods entered for consumption on or after 12:01 a.m. ET on August 15, 2026, “and shall continue in effect as provided in the Annex to this proclamation, unless such actions are earlier expressly reduced, modified, or terminated.”
