Ethan Syster

Ethan Syster represents government contractors in complex, high-stakes litigation, including bid protests and False Claims Act matters. Ethan also advises contractors on a broad range of regulatory, contractual compliance, and public policy issues across all stages of the procurement process.

He has represented clients in litigation brought under the False Claims Act, including matters alleging small business fraud. Ethan also represents clients in bid protest litigation before the Government Accountability Office and Court of Federal Claims. In addition to his litigation practice, Ethan counsels clients in navigating detailed regulatory and contractual requirements, such as avoiding and mitigating organizational conflicts of interests. He also has experience advising clients on emerging policy issues, including executive orders and litigation activity in the context of federal procurement.

Ethan also maintains an active pro bono practice, with an emphasis on counseling nonprofit organizations in navigating the federal financial assistance award process and complying with the terms of financial assistance awards.
