Ever resourceful and eager to root out problems at the source, the Beijing police department has unveiled its hard hitting new guidelines to prevent sexual harassment on public transportation, which is increasing at an alarming pace:
“Women should not wear minimal clothing, such as miniskirts or hot pants when taking public transportation and should call police promptly if they are sexually harassed. Women are advised to not sit on higher levels of buses and to stand on lower stairs, to avoid being the target of inappropriate picture-taking, and they should shelter their bodies with bags, magazines and newspapers. 
The most serious penalty for sexual harassment is a 15-day detention.
A Chinese law professor and expert on women’s rights, noting that the police guidelines will not “solve the problem at its root,” suggested a law to prevent sexual harassment.
