At 10:00 the COA will hear the case of Lee v. City of Byram. It’s the second of two zoning appeals dealing with the rezoning of land on Siwell Rd. The first was reversed and remanded. The second one deals with the rezoning of a parcel to allow a dance studio that had already been built and was in operation to continue to operate. The Lees filed a bill of exceptions with the city clerk and a notice of appeal with the circuit court within ten days of the ordinance being passed. The trial court dismissed the appeal of the zoning ordinance on the grounds that “ the Bill of Exceptions in this matter was not filed within a reasonable time.”
