China Expands Export Control on Rare Earth Minerals and More

On the 9th of October, 2025, China’s Ministry of Commerce (MOFCOM) issued two “New Rules”, two new decrees that substantially broaden and strengthen export controls across the rare earth supply chain. Decree No. 61 centers on foreign-produced rare earth metals and related products, while Decree No. 62 enhances oversight of rare earth-related technology.
