FTC and Connecticut AG Reach $4M Settlement With Manchester City Nissan Dealership Involving Deceptive Fees

The Federal Trade Commission (FTC) and Connecticut Attorney General (AG) William Tong announced a $4 million settlement this week with Manchester City Nissan, resolving allegations that the dealership systematically charged customers unauthorized fees.

In January 2024, the FTC and Connecticut AG’s office jointly sued Manchester City Nissan alleging that the dealership’s data reportedly showed that customers were billed thousands of dollars in “unlawful” fees. According to the complaint, these fees included charges to “certify” vehicles already advertised as certified pre-owned and add-ons, like total loss protection, inserted into financing agreements without documented consumer consent.

The proposed settlement requires $4 million in consumer redress and mandates that the maximum total price, excluding only required government charges, be the most prominently featured figure in any transaction. The proposed settlement also requires express, informed consumer consent for every charge and includes a six-year compliance reporting requirement and five-year recordkeeping requirement.

The Manchester City Nissan settlement provides useful insight into the broader enforcement environment. Despite the administration change, junk fee enforcement has remained a consistent federal priority. The FTC’s Trade Regulation Rule on Unfair or Deceptive Fees was a Biden-era initiative, but it took effect in May 2025 under the Trump administration and has continued to receive active support. The Trump administration separately signed the Combating Unfair Practices in the Live Entertainment Market Executive Order on March 31, 2025, directing the FTC to enhance price transparency in ticket purchasing.

In April 2026, the FTC announced a $10 million settlement with StubHub, resolving allegations that the company advertised ticket prices without mandatory fees and failed to disclose total pricing wherever prices were displayed. The enforcement pattern, and the business cost of being on the wrong end of it, is now well established.

The regulatory and enforcement landscape around junk fees and drip pricing is complex and rapidly evolving, but the underlying expectation is straightforward: consumers must be able to see the true, all-in cost of a product or service clearly and early in the purchasing process. This obligation now flows from multiple, overlapping sources: federal FTC rules, a growing patchwork of state statutes, city-level regulations, and long-standing UDAP authority that state AGs have shown a renewed willingness to deploy.

For businesses operating across multiple jurisdictions, compliance requires more than good intentions. It demands a careful, jurisdiction-by-jurisdiction audit of how prices are advertised, when and how fees are disclosed, and whether mandatory charges are properly built into, or clearly broken out from, the total price.
