On 11 May 2026, the Single Resolution Board (SRB) issued a public consultation on a consolidated version of its operational guidance for banks on liquidity and funding in resolution and its annexes.
The SRB operational guidance specifies the resolvability expectations related to banks’ liquidity and funding arrangements. It provides operational guidance to banks on how to develop and demonstrate their capabilities on liquidity and funding in resolution. Resolvability expectations related to liquidity and funding arrangements in resolution have been set out in the SRB Expectations for Banks document which laid down three principles: (i) Principle 3.1 ‘Estimation of liquidity and funding needs in resolution’; (ii) Principle 3.2 ‘Measurement and reporting of the liquidity situation in resolution’ and (iii) Principle 3.3 ‘Identification and mobilisation of collateral in resolution’. The SRB published three operational guidance documents on these principles.
The SRB is now updating, and merging into a single document, its operational guidance on liquidity and funding in resolution. Whilst the proposed update does not introduce new deliverables for banks it does update the:
- Scope of Key Liquidity Entities and standard identification methods.
- Methodological assumptions banks should use to estimate liquidity and funding needs, including the duration of the fast-moving scenario.
- Details on expectations for governance arrangements for the measurement and reporting of the bank’s liquidity situation, and on the granularity of collateral-related information.
In addition, the update provides for a proportionate approach to the implementation of these expectations, notably for banks for which a Multiple Point of Entry resolution strategy has been identified.
