近些年来，因特网数据中心（IDC）业务在我国飞速发展。根据《2019-2020年中国IDC产业发展研究报告》，2019年中国IDC业务市场规模达到1562.5亿元，同比增长27.2%。随着5G技术的推广和应用，数据处理和储存需求会进一步增长。其实，早在2012年出台的《“十二五”国家战略性新兴产业发展规划》和《中国云科技发展“十二五”专项规划的通知》中，我国已经将建立和进一步发展云计算和数据中心业务和技术作为我国“十二五”规划的重点任务；此后，伴随着《关于鼓励和引导民间资本进一步进入电信业的实施意见》、《关于进一步规范因特网数据中心业务和因特网接入服务业务市场准入工作的通告》等政策法规的出台，我国逐步放宽了民间资本进入数据中心领域的准入门槛。
