作者：冯晓鹏 王溢美 2025年2月1日、3月3日，美国政府宣布对所有中国输美商品共计加征20%关税，平均税率将高达39.3%，远超美国最惠国平均税率，而美国议员更是提出要取消中国最惠国待遇。美国“取消800美元以下小额商品豁免政策”亦在反复变动，海关监管趋严，跨境小包直邮业务遭受巨大冲击。此外，巴拿马不再续签“一带一路”谅解备忘录，深陷政治博弈的巴拿马运河过境成本日益增长，给企业带来跨境货运压力。境外政策朝令夕改、国际物流“卡脖子”……各类不稳定因素给本就“红海内卷”的中国跨境电商出口行业带来更严峻的挑战。企业纷纷寻求破局之道，小包直邮行不通，海外仓批量备货便成为热门选择，而以往大量依托境外平台海外仓的企业又受制于高昂的服务费及强势的平台规则，难以自主把控商品。基于前述风险与挑战，进一步推进中国企业的海外仓建设，优化海外仓布局，成为近两年跨境电商出口政策支持的重点，代表性政策如商务部等9部门发布的《关于拓展跨境电商出口推进海外仓建设的意见》（商贸发〔2024〕125号）。 阅读更多
