Effective July 1, 2015, a new statute Public Act 15-141 makes significant changes to the rules governing physical restraint and the seclusion of students in Connecticut schools. Changes in the law apply to all students, and not just special education students, and to all public schools, special education schools at facilities under contract with local education agencies, all students enrolled in programs operated by Regional Educational Service Centers, and students receiving special education services in a state approved private program.
