作者：刘新宇 郭欢 陈起超 董梦 刘学朋 刘姝倩 王丹 陈琳 2022年是国际环境风起云涌的一年。年初，俄乌冲突的爆发开启了美国针对特定国家以极限手段进行全方位制裁的序幕。2022年6月，美国所谓《维吾尔族强迫劳动预防法》（下称“UFLPA”或“涉疆法案”）正式落地实施，同年8月，美方颁布了《2022年芯片和科学法案》（下称“《芯片法案》”），并于10月发布出口管制EAR新规（下称“107新规”）。这一系列以出口管制及经济制裁为主要手段的连环措施，对中国农产品、新能源、半导体、高端芯片、人工智能、先进计算和超级计算机等关系到国家战略发展的重要产业均产生了深远的影响。 本文拟以2022年度美国出口管制大事件为主要脉络，为大家梳理过去一年中新发布且受关注度最高的相关管制措施，以及该等措施给中国相关行业企业所带来的影响，并提炼总结了我们在过往实践的应对思路与方案。由于篇幅较长，拟通过上下篇的形式为大家分开解读。 阅读更多
