现行《减免税管理办法》自2009年2月施行以来已过去11载，其在保证海关对进出口减免税货物的规范管理方面发挥了重要作用，但也逐渐出现与形势发展要求和执法实践需要不相适应的问题。本次修改明确了海关办理进口货物减免税手续实质上是一种审核确认，并不具有审批性质。与此同时，还优化了相关业务流程和手续，如取消了减免税备案环节、税款担保申请只需向海关提出一次、在经海关审核同意并办理有关手续的前提下可以处置减免税货物等，都为企业提供了更多的优惠条件，也体现了物尽其用的精神。
